First you will need to extract .package or .Sim2Pack from .zip or .rar archives by using WinRar or 7zip.
To install .package: put it to My Documents\EA Games\The Sims2\Downloads folder. If you don't have this folder create it manually (go to My Documents\EA Games\The Sims2 > right-click > Create new folder and call it Downloads).
To install .Sims2Pack: double-click it and the TS2 PackageInstaller will automatically install custom content.
